VSN-2301/ feat(driver): add hors-carte fuel consumption tab in driver detail page

The changes included in this MR are as follows :

  • New "Consommation HC" tab in the driver detail page
  • Displays paginated list of hors-carte receipts with card number, supplier, limit, remaining balance, amount, date, station and plate number
  • Detail view and edit form per receipt (amount, date, time, station, notes)
  • Archive / unarchive action with confirmation dialog
  • Receipt photo: upload on save, display via presigned URL, replace or remove
