Refactor contract form inputs and update contract relationships

  • Removed "required" validation from certain form inputs in the contract form.
  • Rearranged the order of inputs in the contract form.
  • Updated contract relationships to ensure the client is only directly linked to the contract, removing indirect links through department and agency.
