Updating 'Fiche de Trajet' Form Behavior

• Made the observation field mandatory for personalized duplication mode

• Added activation/deactivation logic for “Personnaliser” and “Dépliquer” buttons to toggle between edit and view modes

• Restricted time modification to be available only in personalized or duplicated modes
