feat(supplier-management): enhance filtering and multi-intervention support

• Add intervention toggle active/inactive
• Filter active interventions in dropdowns
• Allow duplicate supplier names with different interventions
• Implement server-side pagination for suppliers
• Hide filters in intervention list
• Add enum filtering for coverage zone and intervention type
