fix(map): prevent auto-scroll on driver popover open and fitBounds on driver change

  • Only call fitBounds once on initial map load
  • Disable popover auto-focus and scroll lock to prevent page scroll
  • Fix scroll to top issue when hovering over grouped driver markers
