refactor (VSN-220) : Apply centralized formatCellContent to all fleet table rows

Replace manual if/if/if and switch-case formatting patterns with centralized formatCellContent from table-formatting.ts across all fleet module table rows. Add UPPER_CASE_COLUMNS and new entries to TITLE_CASE_COLUMNS for registration, card number, and name fields.

Closes VSN-2220
