Resolve VSN-2262 "Feature/implement CREATE_NEW action with amendment splitting and status transitions"

- Add scheduler to manage schedule history status transitions (UPCOMING → IN_PROGRESS → EXPIRED)\

  • Implement createNewScheduleForPeriod to create new amendments for specific periods\
  • Enhance getHistory to fetch all amendment histories when only circuitId provided
