feat(circuit-service): support derived trip day removal and sync trip planning with absences

Add an endpoint to remove planning days for personalized/duplicated trips (deactivate assignments, delete TripDays, and delete the trip when no days remain) and process passenger absence events (single + bulk) to keep trip days and passenger counts in sync.
