feat(VSN-2123-V2): location history API for driver positions

  • GET /api/location/driver/positions — sampled positions in a day/hour range
  • GET /api/location/driver/position — latest position at a given minute
  • Adaptive sampling: 1h (7 pts), 2–5h (30min), >5h (hourly)
