VSN-2251/feat: improve establishment suivi courses filtering and layout

• Reload suivi-courses data and details by selected date.

• Add top filters for Usager, Véhicule, and Chauffeur.

• Add date picker support for day switching on the page.

• Remove Retardé from editable status options and align table/details/map behavior with supported statuses.

• Restore Statut in the column selector.

• Implement generic filter popover support for status and date-time filtering.

• Implement inline date-time header filters for Heure de départ and Arrivée estimée.

• Improve list scrolling, map visibility toggle, and sidebar behavior.

• Keep existing UI shell while wiring the page to real backend data.
