fix(public-tender wizard): persist Slack webhook/workflow state and harden integration response types

wizard-store: always merge webhookUrl + workflowId into wizardStatus (even if status not hydrated) to avoid stuck “Générer Webhook”; populate slackIntegration details when Slack setup returns IDs
types: make WizardIntegrationResponseDTO fields nullable/optional (webhookUrl/workflowId/integrationUid) and add agentIntegrationUid
error codes: add PUBLIC-TENDER-SERVICE-036 message for workflow deploy failure
wizard UI: remove unsupported main objective option (automatisation_reponses) and adjust related steps/state accordingly
