IAV-1268/ block ticket detail access when ticket is unassigned

  • Unassigned gate: Opening a ticket with no assignee now shows a locked screen instead of the conversation view. The gate displays a pulsing lock icon, a clear message, and an inline AssigneeSelect. As soon as a collaborator is selected the detail unlocks instantly (state-driven, no reload).
