EDL-436: integrate collaborator management with backend and migration from ids to uuids

This branch focuses on integrating backend functionality for collaborator management, with the bulk of changes stemming from the addition of a flags directory to handle phone number field formatting (including country-specific icons) as well as numerous adjustments required to resolve build errors.
