feat(risk): add ai risk analysis workflow

  • Implementation of the complete AI risk detection and analysis workflow: operational detection, Kafka publication of analysis requests, consumption of AI responses, and storage of recommendations
  • Addition of DTOs, Kafka topics, recommendation endpoints, and integration with ExternalDataService to detect overdue, blocked, or unassigned tasks
