MS-311/feat(cart): extend voucher and gift card discounts to cover shipping price

When voucher or gift card balance exceeds the item subtotal, the surplus is now applied to shipping price rather than being lost.

Discount logic now computes the eligible amount against (itemSubtotal + shippingPrice). Reduction is applied to items first; any remainder reduces shippingPrice.
